If they were to undertake such study patterns for all new trains or had they had done so previously,there wouldn't be White elephants at all ! :)
Technically speaking for all IR new trains, this type of pattern study will be done after running as special trains before it is run as announced..
so no question of white elephants rise here..

if that so better run spls before rail budjet and make permanent some of them in all routes
funny part of this is the study pattern will be done only for announced trains in the budget.. sometimes this will go as planned or if found not commercially viable it will be pulled back citing reasons..
