As per Rule – W/L ticket holders can not board. Yet, as per practice, in most of the trains, no major objection is there in Sleeper class (even in A/c classes, some waitlisted passengers are seen). If a known passenger is Confirmed, it becomes easier to sit with him/her and share a berth also, if the TTE is not too strict and other co-passengers are not taking much objection. However, in case of E tickets, the finally fully W/L tickets stand void-ab-initio and hence, is not a ticket only (they get refund automatically). Yet, the tickets which are partially confirmed or RAC, are not void-ab-initio and in the chart, all the passenger names (CNF, RAC and/or WL) will appear. As usual, they do not attract penalty and (though as per rule the can not) can board the train (instances have been there where such W/L passengers were treated ‘without Ticket’ and penalized) and request the TTE to allot if available. Here again, the discretion of TTE will be there with objection possibilities from the Co-passengers.
The instant query is for a PNR under which ONE is confirmed and rest Majority is W/listed which seems impracticable to be accommodated.
