That section is only for 110, so let it b EMD, ALCO or an ELECO, all have to stick to that.
ALCO's can touch 120-125 kph in SHF mode n in LHF, there is no specific restriction exceptional given by authorities. due to the view issues, the speed is lowered so that both the crew can communicate if there is a curve or a signal ahead.

in NJP HWH Shatabdi route(564 km)....around 107 km route b/w Khana-HWH has speed restriction of 130 kmph...If WDP-4 is capable then its surely does 130 in that section...remaining 457 km(Khana-New Jalpaiguri) speed restriction varies from 50-110 kmph as per tracks condition...
Another thing which needs to be considered is that this is only the 2nd Shatabdi in the country(after LKO Swarn Shatabdi) which crosses a Major river bridge of around 4km length with PSR of 40 kmph...you can see that LKO Swarn Shatabdi is also quite slow(PSR=110 kmph) b/w LKO-CNB(where it crosses Ganga River)...whereas 130 kmph zone starts only after CNB.

if MPS is 130 Kmph , please let me know which diesal engine is allowed to attain that speed... >>> EMD Alco >>???
