I have been seeing that in lots of PNR HO quota is being applied at the last moment- just before chart preparation.
Dont think that barring a few these passengers are anyways entitled to HO quota.
So this is being most probably done by illegal means..
Is it so simple to apply HO quota.

Suppose some HO quota seats remain vacant upto chart preparation and are released. Now suppose a WL/RAC PNR gets confirmed due to this although HO was not availed of, what will the final PNR status show? Will it show a HO against the PNR denoting it was confirmed by HO quota or would it not show HO.
