Zones have got nothing to with the states... But off late the procedures have changed. Look at SWR...It looks as if it catters only to KA.....I hope BZA or GNT should soon become a Zone...(GNT purely becasue of the availability of Space). Else i vote for BZA....Though these decisions would take a lot of time...

if andhra pradesh is divided then seemandhra will be left with no railway division. i think the BZA, GNT, and VSKP division should be made as seperate railway zone of IR. making BZA or Vskp as head quarters
