PNRs having Fully waitlisted status will be dropped and names of the passengers will not appear on the chart. They are not allowed to board the train. If full waitlisted passengers are found traveling, they will be treated as without ticket and charged as per extant Railway rules.

Rules are on papers and implementing them on certain sections is very difficult
For eg: Consider a section like Pune-Pnbe where there is a single daily train and WL easily comes around 1000...

practically speaking a TTE can be taken to task if he doesnt abide by this rule by IR ? can tht be the case...

hussain bhai then why the tte dnt have the fear of the vigilance dept of IR or a surprise flying squad..i guess they too wont take ant action...
