Districts must be compared by Area's not by distance connecting two head quarters.
Bhai, I seriously feel that Geography knowledge levels are so poor. Sorry but do you expect district to very vertical and straight? Dont you check the sq kms it covers than train or you expect the main line to cover every corner of every district?
NO Rly track cant cover the whole of district but District HQ are normally covered by Rlys & should be min 140 km apart for good governace....
Oh for railways sake, you want to change the HQ, Great Bhai. Stunning.
