IS THIS IMPLEMENTED BY ZONAL RAILWAYS IN RIGHT SPIRIT??????????
The decision to introduce trains in generally taken on an annual basis, year after year, depending upon the following factors:
a) Patronization/demand for travel on any particular sector.

Sir, Except point a) all points are related to railway board/ministry.
creating infrastructure, manpower etc are their job.if any station is giving good revenue certainly he deserve improved/new infrastructure.But in our country most of decisions are not taken on this basis.

Though all pionts are formulated by railways, piont a) is repeatedly violated by sucessive railway Ministers.
