There is no restriction that CKWL or GNWL will get HO.any type of wait list like RSWL,RLWL,CKWL,GNWL or any other type of waitlist.For that you have to apply for EQ request to Commercial dept of railway(i.e Sr DCM/CCM/CRS of concerned station as the case may be) 24 hours before departure of train.(from some people i have heard 48 hrs too).But even if you apply few hours before charting and if your EQ request is approved you will get HO).
in your case the train belongs to western railway ur ticket from ST to BXR.
The charting station is BDTS.
So you can apply for EQ at CCM office Church gate (mumbai CG) or Sr. DCM office Mumbai central (BCT) or CRS (BDTS).

I do remember that IR said in one notification that GNWL will get first preference to clear if there are seats available in other reserved quotas.
That was regarding GNWL to be preffered over CKWL when additional coaches are added,where in earlier CKWL was preffered.Not so in case of Unused quota which usually head the CKWL clearance way...
