Railways Provide Concessional Tickets to Children between 5 -12 years (50% on base fare and other charges as it is for rajdhani/shatabdi trains).
The For 'D' (IAFT 1709 or any similar concession) provides 40 % concession to the holder. So, a Child travelling on a train with Form 'D' Ticket will he be Entitled for 40% discount on the concessional ticket or will he be given 40% discount on Full Fare Ticket. Please Clearify

Two concession cannot be availed together. System in this case should pick up the 50% concession against the base fare.
PS:- In any case, I am not sure if IAFT 1709 is applicable for premier trains or not. In most probability, it shouldn't be.
