3. Yes, Shatabdi or DD being fully AC can be easily made to run at MPS depending upon track conditions. Rajdhani already runs at MPS throughout in this single unelectrified section with top priority. Even if DD is made to run at par with Rajdhani, the necessity of halts might make it run at par with JNS/Rajdhani n not faster.
