Is Tatkal quota varying with date? or are seats in this Quota leaking out even before opening of Tatkal?...Check the below data for Tatkal Quota and please note non of the below date's Tatkal has reached its date of issue.

There could be two explanation for this kind of data.
1. Coach augmentation, which is not possible in this case as all classes have different data.
2. According to IR tatkal quota is a percentage of the number of total berths. The percentage goes up/down depending on peak and off-peak season and as well as previous booking data. I will try to put the press release link.
