Railway should attach General Coaches to ALL "Rajdhanis and Shatabdis" for POOR People anyhow these are not Non-Stop trains like Duranto to become issue for Food.
We will get the food once the Train Stops at Station else we will starve(as we got habituated to it)..
Though we have Garib rath Trains for POOR... We don't even find any POOR People travelling by it..(It has become RICH/Middle Class Chariot)

apart from rajdhani/shatabdi there are other trains which are cheap [obviously not the best] you can opt for that
there are many trains with sleeper class and general compartment for the POOR people to travel, so leave all those high profile trains for higher class who want to travel peacefully avoid inconvenience caused by poor in sleeper and general coaches.. in reality poor people cannot afford to travel by AC coaches so its silly to ask for general coaches in Rajdhani and shatabdi for poor people..
