If a tatkal ticket remains waitlisted after chart preparation, then is the full amount refunded?

what if the train was to depart at 0200hrs.... and chart prepared after 8Pm?
(iv) In case no current counters are available at journey originating station for night trains leaving between 21.00 hours and 06.00 hours(actual departure , refund shall be admissible at the station within first two hours after the opening of reservation office.

yes but sometimes it has been noted that train scheduled to depart @ 19.00 & chart prepared @ 18.00...then what can the pass do? will he
->rush towards the booking counter to cancel & get the refund?
->rush towards UTS counter to purchase a GEN tkt?
->stand in the queue to board GEN coach?
