Why this train is always late? I was planning to take this train to catch Shivalik express to Shimla. looks like not a good idea. is this train really late almost every day

Shivalik Mail is the offical connection for Kalka Mail.Shivalik Mail will wait for Kalka Mail even though it is running late.But if 12311 is late for more than 2 hours than Shivalik Mail will not wait.
