Two guards may be posted in each coach to check this.
Distance restrictions on long distance trains (prevalent in 1960-70s) may be reintroduced to discourage unauthorised travel.
Unreserved compartments in longdistance trains may be discontinued.
CLEANLINESS
Generally people pay less attention to cleanliness due to indifference. Toilets are made unusable by small children (parents don't care). Unauthorised travelers block the toilet gangway making it difficult.
Railways are talking about eco friendly toiulets. have they ever checked any sleeper coach toilet of a long distance train before planning for this.
SAFETY
When unauthorised travel is allowed by the staff security of travellers is at risk. each coach should be guarded.
