I support your opinion even if it is your 'personal opinion'. The competent authorities in Indian Railway should reconsider on the rules for Partially Confirmed PNRs. I now realise that railway users pass through how much of scrapes in similar situation because of some vague and contradictory rules. On one side, in partly confirmed PNRs the Wailisted Passenger/s' ticket, money is not refunded automatically, whereas on the other side Railway does not take the responsibility of providing berth/s even if their name/s appear/s in the Reservation Chart as waitlisted. I think, this provision is there only to make a room practically for the waitlisted passenger/s left behind in partly confirmed PNRs (if at all, there is/are vacant berth/s after the departure of the train). Now,question arises as how can a waitlisted passenger of a partly confirmed PNR board a train or even enter a platform without a Platform ticket. Again, what...

if there is no vacant berth after the departure of the train. Ticket is not cancelled but the journey is denied.
Here the role of duty TTE is either of 'Devdoot' or of a 'Khalnayak' ! He too is helpless if no berth is vacant, no matter, how much generous and humane he is. He can not creat an extra berth in a fully reserved coach.
