If IR gives a written guarantee that if the service they provide is bad or has not satisfied the high fare paying passenger , they have to refund the fare with double amount as compensation on the spot like other parties you have mentioned, whose are these policies and have a guarantee too.

If you compare Rail Fair Hike with Cold Drinks, Pizzas and Cinemas high charges, then you are wrong, these things comes in Luxury while Rail Fare is Basic Need, not for those who travels one or two times in a year but for those who travel daily, weekly or by-weekly for their livelihood. A 14% hike is not justified without proper facilities provided by railways... Cleanliness, Safety, Awailibility and Punctuality is major demand of Passengers. If theses four demands are fulfilled by Railways with at-least 90% of punctuality of trains then I think no body will claim Fare hike.

Don't compare it with "Cold Drinks, Pizzas and Cinemas high charges" compare with fuel/gas/vegetables/other daily commodities. In 2008 Dal and green gram were around Rs 40/kg now for green gram it is 100 and for dal it is 70 or 80.
All our railway board members are leech and our most political parties are self-seeker. On every problem they know to mugging common people. Rail is a black-hole in our economy. Every political party make their money through this sector. Its a big gift after getting power by win lok sabha vote. Some infuriatingly drawbacks: 1. Over budget tender process 2. Pension, High salaried Employee, Permanent Worker, Extra Benefits pay to Worker 3. Subsidy on power, fuel 4. Less Management.
Advice: Please completely privatised our indian rail. If it is not possible then please eliminate all permanent staff (including guard like RPF, GRPF) and established a completely outsourced manpower because our India is populous and indigent country so don't get any difficulty for...
