first it seemed not a bad idea... but there is more in politics between states ... rlys is the only sector where politics is somewhat limited other than Railway ministers demanding or proposing more new trains to their state than to the well needed state...
Administration would be better if politics does not intervene... but in IR that is not the...

every zone raise their budget amt citing more infra/ facilities... but in actual, if they are under 12 zones, more facilities would automatically go for preferred / busy stations ...
for eg... budget needs not to augment Kerala zone or PGT division by more managers/ manpower/ offices but needs money to improve station facility/ infra in PGT where currently, DG-PGT line is also joining and already a busy station.... likewise pitlines needed in SCT, TEN, TN, TPJ, VLNK, NCR, CAPE like stations where more trains can originate ... or RJPM, KKDI, MV, DG like stations where more trains may start.... or needed basic infrastructure for filling water/ loco care in these stations ... or budget needed for newer trains ... for more training facilities...
simply no need for separate Zone but infra dvlpmnt ...
