I wonder all the 20000 students of the university shall be studying railway related courses? or there will be general graduates like in other technical/ commerce/ arts colleges?

In addition to industry players, top technical, financial and management/marketing institutions should be involved in developing and imparting critical part of education so that a stream of good professionals i.e. diplomas/ graduates/ post graduates, well educated/tuned to serve the railways in best possible way come into existence, who can join IR and other railway related industries through competitive exams.

In the first phase, the university will start offering MBA and MTech degrees, after which it will offer diploma and BTech in railway operations. Source-click here.
Initially MBA & MTech degree courses shall be offered. I hope these courses shall specialise in railway related fields and not in the ones offered by other Management & Engineering colleges.
