Relatively poorer states such as Bihar and Uttar Pradesh have high net out-migration. Seven states take positive CMM values reflecting net in-migration: Goa, Delhi, Maharashtra, Gujarat, Tamil Nadu, Kerala and Karnataka.

It is important that there is equitable development across the country. While taking the bulk of load from non developed states, the developed states will start facing lots of issues (infrastructure, people issues etc). There is a limit to the number of people that can be accommodated.
A skewed development where few states take bulk of load of migration may not augur well for the country and the respective states

Instead of poor we can populated states. UP , Bihar , WB is most dense populated. Govt never takes measures to control population increase. Still UP population growth rate is at 20% and Bihar at 25% last decade where kerala population growth rate at 5% and TN, Karnataka at 15%.
UP at 20 crs at growth rate of 20% where as TN 7 crs at 15% growth matters a lot in numbers.
