This could happen if a coach is removed at the last minute due to technical issues, resulting in less seats being available..

It may not be the reason here. It has only one CC coach. It may be the case of accommodating some higher officials. There would not have been enough seats under HO and hence seats under general quota may have been used.
If that has happened, its highly unethical of railways to do so. IF coach has to be removed, I can understand its beyond their control but kicking a confirmed passenger out (after all he got the confirmation SMS) for accomodating an official is condemnable. The passenger should consider moving consumer court against this injustice.
File an rti regarding this and go to consumercourt for your right. Also please do not remove the sms or email regarding this.
