Par TDR File Karte Samay GC/EFT Number Feed karna Mandatory Hai Na???
No you can file TDR and then get certificate..Go thru the below point mentioned on the e-ticket copy.

Obtain certificate from the TTE /Conductor in case of PARTIALLY waitlisted e-ticket LESS NO. OF PASSENGERS travelled A.C.FAILURE,TRAVEL IN LOWER CLASS. This original certificate must be sent to GGM (IT), IRCTC, Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi-110055 after filing on-line refund request for claiming refund.

"In case of party e-ticket or family e-ticket issued for travel of more than one passenger, some passengers have confirmed reservation and others are on the list of RAC or waiting list, then in case of passengers or RAC or waiting list not travelling, a certificate shall be obtained from the ticket checking staff to that effect and refund of fare shall be processed online through TDR, indicating the details of the certificate issued by ticket checking staff...

good news, i successfully got refund for second passenger as per norms and i just only filed a online TDR - not more than that
