No. He can't . It is better to cancel his ticket or ask to the TTE for any vacancies.

It was my first journey in 12233, from MB to GZB.
1. Train was bang on time at MB, i was a 5mins late, it was 4:20am.
2. My birth was B4-23, just as I was about to board, TTE who was standing outside asked -"23?"..I nodded, and few people standing nearby looked disappointed!!! perhaps they were expecting a no show.
