Its usually done in stations where in the concrete bed is laid all along the length of track instead of ballast (stone chips), this helps in easy maintainence so that water jets can be used to flush out waste from toilets of parked trains.

Still they ask for trains to pass through VSKP.... First infrastructure should be in place and then the trains should be passed through VSKP... Not sure of the problems in VSKP right now.. surprising een when there are 8 platforms.... Ofcourse it is a genric opinion of mine and not related to Duranto. Yes a train like Duranto should not be treated despite a good run till Duvvada..
