I have spent around 15 days in Madhubani last month. I did travel in trains in Madhubani-Samastipur section. As far as electrification is concerned, Madhubani-Darbhanga electrification will take at least 3 months time. No work done from Madhubani outer towards Darbhanga side to Madhubani Outer towards Jaynagar side. As far as Darbhanga-Samastipur is concerned i dont think it can be completed before March-2020 if they works with current speed.
