That mainly depends on the zones. KR emphasizes passenger amenities, too. So there are trains from Madgaon, making it the hub. SWR is solely focused on its HQ and freights, so Vasco is neglected.
I've been to Goa, and I think even in real life, some parts are overhyped, and some parts are not much explored. But isn't it the same for everywhere else, me myself hailing from a 'tourist city'.

They all in same place within 30 to 35 kms span i think . Its all comes under satellite station
Dibrugarh is Assam State and Dispur and Dibrugarh are nowhere near by

As much as I love to see DDU locos, being the shed I grew up seeing the locos of. But at the same time I'm enraged how 'kaamchor' the shed workers are. No wonder they haven't got direct allotment since almost a decade.
Peeling paints, dirty locos, patch-up paint jobs, and not even proper shed markings. And yes, rust, how will DDU locos be complete without rusting shells. It's like the shed workers are forced to do something they aren't interested in.

IR really on a mission to replace Shatabdi it seems.
Summary : 9 VBs are ready to roll including two 20 Car VB trains which remains unallocated to any zones until now.

How is replacing ICF rakes with LHB rakes a classical mistake ?

Most of the Shatabdis of NR and others are in dilapidated condition and around the end of their codal life. They need replacements. It's better to replace them with trainsets. What's wrong in replacing a 20 coach train with another 20 coach one?
This will even increase the carrying capacity as 20 coach trains are effectively 18 coach ones. And the 22 coach Shatabdis would effectively be 20 coach ones. So I'm still trying to find reason in your statement.
