Can a Stop/ Halt time duration- purposed for loco change/technical/ Water filling or any other purpose be reduced, if the train is late ?

Yes. It can be. Actual minimum Halt times are mentioned in working timetable. If a train is late it can proceed with reduced halt time.
Yes!! When Mumbai mail ,gyaneswari,Howrah ahmedabad used to run late due to night restriction between KGP-TATA. Generally these trains had 7-10 minstop at TATA but I have seen these train departing in 2-3 minutes during that time.Also Trains like Toofan exp has 10 min stop at MDP but if it is late it departs even in 1 min .i have seen many times.
Yes.In case the train is horribly late than the halt timings for water filling/loco,crew change can be reduced to minimum time possible.
I am sure they can. Even scheduled stoppage time is reduced in case of train running late. So many times 5/10 min. halts are reduced to 2/5 min. if the train is late. So technical halt time can also be reduced based on that logic.
