As far as Chennai central is concerned, traffic can be reduced to some extend by making train that comes and have loco reversal at Chennai central to skip MAS, and provide stoppage at Perambur. This will not only reduce the congestion at MAS but also reduce the time lost in loco reversal. Passengers can reach MAS, as there are many local train running between Perambur and MAS.
Similarly in case of Chennai Egmore. Southbound train can start from MS as usual, while north bound trains can start from Tambaram with stoppage at MS for 5 minutes.

Yeah , Perambur bypass line can be used to decongest , Instead of TBM , RPM can be used as the terminal
ghy-sbc, dbrg-ypr, ghy-tvc & ghy-sc trains must skip hwh after 5 min halt at dkae & then bypass hwh via cc link to src.
Atleast they have diverted the route of Ms -ghy/ dbrh via asl. But newly announced train from chennai to kamakhya premium ac exp via hwh. time waste
diverting via asn requires loco reversal at dgr. instead if cc link is used then these trains will not req loco reversal at hwh & dgr instead they will run straight from bwn to src via cc link
