I have question. Pardon me if I sound too dumb. I wish to know what system does IR use at their PRS counters to reserve tickets? It looks like a DOS based user interface. Is that true? Or do they use some other technology on front end?

I don't know if it's a VT terminal or DOS. Both look so similar. Can someone throw more light on this?
Going by Wikipedia, the UI is written in C and Fortran (both obsolete). Why don't they consider upgrading to a better UI application/system?

"C" is still used I believe, but in upgraded form of C++; as u mentioned, I hv not seen anyone using FORTRAN.
C is used majorly,only in Linux kernels. I've not seen any other major program using C. However, the larger question is the exact technology they use, and why do they not upgrade it?
