My daughter is 3 year old and i want to book a separate birth for that in 3 tier AC or in sleeper. Is it allowed ?

It then comes down to the TTE. The TTE is well within his right to take back the seat and allot it to some one else.You are simply lucky if he doesn't do so.
Currently not allowed I guess. Though illegal but try to write the age as 6 instead of 3. sometimes Tte doesn't checks such detail. but again it will be risky
To prove a kid underage is difficult but overage I think you can always claim stunted growth. I think just cover the kid in the upper berth with blanket and it should be fine.
If you mention the age as 3 for E-ticket a pop-up message will be displayed as "Enter a valid age between 5 and 125." So if you are very particular that she needs a ticket then put her age as 5 and the proceed for booking.
what ID card you have for her? which will be required at the time of travel.
