Sir can i check in the retiring room before 08.00am because i will be arriving at 05.30am????

Again, depends on the location. I've seen 4 beds in one small room to 16 beds in a large room.
Will it be better to leave luggage in dormitory and go to city for some work
If the lockers there are big enough to hold your luggage, you can, else a cloak room is always a safe and a cheap option.
