That's why I have always said the RUBs are never never a perfect alternative to Railway Crossings. They are useless in Monsoons and life threatening too. Just look at the pics.

In monsoon RUB needs a Diesel Water Pump to remove collecting water but already loss making railways can't afford that. Who would have been responsible if all the passengers on that Bus would have died!!!!
Railway cannot maintain every rub it construct.
Nagar Nigam ki responsibility hoti Aur bus driver ki bhi ..
Bus driver was careless I think otherwise no one would drive bus in such huge water

No, the construction and Maintenance of ROB & RUB at railway crossings comes under the Railways and it's Railways's responsibility to maintain that. BTW no one can deny the ignorance of Bus Driver but the design of RUB is not fit & perfect and it's proven time & again.
Jab poore india me sookha pad raha tha aur log pyas se mar rahe the tab bhi bhopal me karond mandi wala rub poora full bhara rehta tha paani se pata nahi monsoon me kya haal hoga :) ;)
I have seen at places that RUBs remains flooded through out the year. Their is a fault in it's design but the Railway is not ready to accept this.
