So there are two passengers under same PNR? if yes then the WL passenger can board the train with the RAC passenger and it's upto them that how they manage their berth inside the train.

Ab maine jo niyam hai wo bataye. Ab ye train me Kaise adjust karte hai ye jaane but TTE inse koi fine nahi le sakta.
Are tt adjust nhi dono bnde ek h seat m kse adjust krnge ye bol rhe h
partial waitlist me eticket aur counter ticket ke liye alag alag rule hai shayad... exact to mujhe bhi nahi pata..
