Right lekin mere friend ko kl morning me hi Jana hai. Let's see.
Sir, it's not only TTE, but first, as by the example given by the original blogger, that seat/berth will be allotted to the passenger who books ticket from A to D via PRS or at the time of charting. If no one bookings are there from A to D or short of D, then TTE would allot it to any passenger who boards the train without any reservation.
No sir, in any case, TTE should not wait up to station C. Immediately after train departs B, and if the passengers doesn't turn up, TTE has every right to give that berth/seat to RAC/WL passengers
You can change your boarding point till 24hr before train departure.
