Although I don't agree with the demand for extension of Tejas to Mangaluru but if extended people will travel to Mumbai in Tejas not only to Madgaon, so I don't find your comparison that much relevant. But I don't know whether Tejas would get much patronage from there.
The intercity which you mentioned runs only between Mluru-Mgaon, hence poor patronage. But when we see people travelling between Mumbai-Mangaluru, it's good or above average. Both the current trains run full(Matsyagandha and Majn SF), erstwhile netravathi exp was also famous before extending it to Kerala. For testing of pax, they should extend this at-least weekly once

* If there are waiting lists, the IR must augment it with appropriate coaches.
* A passenger train can recover costs if it runs with maximum number of coaches with a higher fraction of AC coaches (esp. ACIII) and runs with almost full occupancy.
* Operation an express/SF with 8 coach is not financially justified even with 100% occupancy, because revenue from such a train is likely to be less than 50% of operational costs.
