Not only in KR, in many other parts of IR also distance is inflated
Find list of all inflated routes here - click here
Konkan Railway was set up as corporation and not under the complete jurisdiction of Indian Railways. As KR cuts through Western Ghat, constructing line through it is considered as engineering marvel. Construction cost was so high that KRCL had to inflate the distance by 40% to cover up the massive investment.

Ohooo ye reason hai...waah...awsm reason behind inflated kms...
But this is not good Technique KR have to mention 40% more price on ticket for trains plying on KR network as Service charge for KR network instead of showing 40% insulated in km's.
Inflated distances are easier to implement and more clean.
Since ticket prices are usually calculated on the basis of distance slabs, it will become very complicated if they implement a separate fare structure for just the Konkan region alone. Also, not all routes with inflated distances have the same level of inflation. Depending on the construction costs, some routes have more inflation than the others. Calculating ticket fares will become needlessly complicated if separate fare structures are maintained for each of these sections.
