Also I was looking at VKB-BIDR electrification. Nothing I got. But I remember reading a post about the electrification so asked.
SCR has allotted money for DD-SUR-GR doubling and electrification. So its SCR project not CR?

AFAIK there are some projects in past which have been completed by some zone but operated by another......for e.g. LAR-KURJ section (I don't remember exact section, read somewhere on IRI) was built by WCR but operated by NCR

It could either be that SCR is supervising the project, or that the project (doubling) was first initiated when the DD-GR section was with SCR and continues to be shown in their allotment for the budget and the actual work being handled by CR/RVNL.

75 Cr, isn't that too less for doubling and electrification? That is one line which will take another 10 years, with such allocations.

Most of the allotments are just sops to keep the public happy and put something in the news. Much of those smaller allotments will also be delayed and won't amount to any substantial work.
IR had given up a long time ago on the MAS-CSTM route. While they project aggressive deadlines for the other Trunk line projects. They have straightaway mentioned that this route can only be doubled by 2019-20. At least if they allot the promised money, doubling can be completed in the next 4-5 years.
