Not a serious issue. Pretty much all new designs fail the initial tests. The initial WAP7 designs were failures. The WAG7/ WAP4 locos went through many redesigns before they became successful. Its quite common with any new technology. Given that this is the first time ever that IR is using twin-unit locos, this is not surprising.
WAGC3 developed by DLW as well is a twin unit loco afaik.
Is it introduced into service or not?

No. It's not in service yet. It is still undergoing testing. And also, WAGC3 does not have any new components. The bogies used are the same WDM3D bogies that have been in use for a long time and the electrical components are the same as that of the WAG7, which again have been in use for many decades now. WAG12 on the other hand, is based on more recent locomotive designs and is quite new to IR both mechanically and electrically.
WAGC3's main issues will be with the balancing of the locomotive, than electrical equipment.
