the Union Cabinet clearing 100 per cent electrification of all the broad-gauge (BG) routes of the Indian Railways by 2021-22, the national transporter is working on a master plan to convert its entire fleet of about 5,500 diesel locomotives into electric ones at less than half the cost of refurbishment of diesel engines.

Every new locomotive development takes several years and a lot of issues have to be ironed out. Nothing can be said about WAG12 now just because of some failures during testing (which is expected).
WAP7 is a very successful class now, but it took IR many years to get good acceleration on these locos. For many years the loco had very poor acceleration and IR was even going to scrap the idea if the problem was not solved. Then the loco had over-heating issues, brake rigging issues and many more specific design issues because of which the production moved at a very slow pace.
