If SBC-CTC is 100 CTC-GHY is 50.
50(CTC-GHY) is not included within SBC-CTC

Apart from this quota in IR are always journey leg specific. Assuming all the previous PQWL's were booked against different journey leg, cancellation of one confirmed berth from SBC-CTC would lead to confirmation of this ticket.

Yes. This is the main reason why sometimes high WL confirms and sometimes low WL stays back in WL.
