You are right sir. Less awareness of people is letting Railway do this. And don't know if people care or not for paying extra money (though less) for a service which is not given to them.
But in PSR regions this could be cut off by 5-7 kmph on avg, such as HW-DDN section and many more...
Bahut sara express train k to 35 average hai un train ko kyu express hai
Express trains ka as such koi speed bar Nahi hai..Sirf SF trains ka hai i.e. 55 kmph..That was just my opinion.
