Maximum they can handover KIR-Jogbani section to ECR but only after lots of presure from area MPs
Alternatively they can merge PRNA-DMH line in to KIR and FBG-NMA section to KIR to make this area more prominent in NFR eyes.

no amount of addition of section in KIR div will help as NFR is focused and rightly so towards NE region. Lots of capicity addition has happened in this region and more are in works.. so they wont be able to focus even if they want to. so better let someone else handle it
Koshi Express base is RNC so it's easy to play one train from there.
