After June 30 possible to normal and regular passenger trains running or not ??
No one can predict this. No one can surely reply to this question.
Not even the PM himself. Because no one knows what will be status of the COVID-19 crisis in July-August month.

I think govt will start all trains..step by step(for ex:- if state govt allows then they will start 2nd list of more 200-300 pairs of COVID-19 spl trains per month)
May be trains will start, but General classes in Express will not start at least for some more months till the time curve flattens.
