Rajdhani running from state capital is a convention not a rule. Dibrugarh is not capital but it has Rajdhani. See AP we have 3 capital we will extend them to 13 in near future we can't have 13 trains then :p . It would be fine if train caters best needs of the state.
Kidding bro .As of now we have 1 working 2 imaginary capitals i am confident that my state govt will extend number from 3 to 13 as we have 13 districts . We need 13 then :P time being we need atleast 3
Train No 12423 runs from Dibrugarh passes through Guwahati. With same sense this train can start from GKP and pass through LKO to NDLS or DEL
