Looks like the Niti Aayog has gone out of it's mind and the person who published the report is mentally sick. How is the railways responsible if anyone crossing the track ends up under the train? Niti Aayog should first study Indian Railway Act 1989 and then talk. Even foot board travel is also an offence under Indian Railway Act 1989.
