I think they have mentioned in the document that respetive zones can take a call depending on the feasibility if they want to increase. In some trains its better to have more. Example: Trains in East-South stretch have very less Gen coaches. Sometimes having 4 is also not sufficient. Respective zones should take a call. Minimum should be 2...maximum can depend upon requirement
