Yes, These are alternative solution.... But PF change at DLI is more easy solution

There are already so many trains waiting for eloco to be alloted with such as sarvodaya ananya ziyarat kolkata madar and njp udz exp i find no problem for neutral zone or platform issue or anything like that the main problem lies with nwr management they are least interested about changing traction of trains and regarding for trains like pooja and ashram they need to be shifted to other platform in delhi or change of terminal
Problem with NWR is High OHE Electrification... NWR needs HRP Eloco & Those are in very low quantity in IR as compared to LRP Eloco.. Thats why Train like Ananya, NJP UDZ, KNE AII & many more trains are not getting end to end eloco
