For that reason railways is sending another sms even if we have confirmed tickets post charting is done.

But my concern is, why do they change the status of pax2?

What I understand is just to retain the lower berth priority status. In general if we want to sacrifice lower berth it is easy but to get it if required is difficult so railways wants to give that priority to pax2
Same PNR holder will receive na. Not an issue. Similar to Upgradation/Downgradation/Relocation cases.
