Can it stop at a station for lesser time than mentioned in TT

What if anyone assuming that halt is of 25 min so they go outside station to buy food etc and train departs who will be responsible railways or the person who go outside station ?
train delayed or not once the departure time has arrived, railways are free to depart the train
I think train has to stop at any station based on the stoppage provided ( minutes of stoppage) as per the TT. I dont think it can leave earlier than actual minute of stoppage. This is what I think, however other members who may have better knowledge in this can respond.
If there’s stoppage for any purpose like loco traction change or reversal then it’ll definitely stop this much time.
But in late running cases it’s not based on halt stoppage time.
Before running trains they can’t depart before departure schedule, but late running trains can be departed anytime.
